Government of Ontario fonds

Administrative history
A collection of records of the Government of Ontario pertaining to Northwestern Ontario including, in particular, records created by the mining recorder. The mining recorder of the Department of Mines recorded the land that was claimed and staked for its mineral value. The person making the claim had to do a certain amount of work (usually 200 days worth), in order to keep it. A patented claim was given once the work has been done, which meant that the person who claimed the land then owned it. (Presently land claims are leased and patented claims are not given). In order to verify work done, the person who claimed the land had various forms to fill out and sometimes the claim would be inspected. Most claims were a quarter of a mile square (40 acres).

Scope and Content
The Government of Ontario Records is a collection of land records, reports of surveys, ledgers, correspondence and maps regarding the development of Ontario, Port Arthur, and Thunder Bay; mining in North Western Ontario; and the Olympic Torch relay through Northwestern Ontario.

Gives names, locations, types of grants, dates of issuance, and archival reference numbers pertaining to the original alienation of lands resulting in deeds or patents. Does not include any reference to conveyances made after the issue of the patent.

Report entitled "Town Plot Prince Arthur's Landing, Thunder Bay, Lake Superior," prepared for the Department of Crown Lands, Government of Ontario, and addressed to the commissioner of Crown Lands, by Hugh Wilson, surveyor, 2 Dec. 1871. It contains an introduction and fifty pages of detailed maps of the village site showing the location of houses and the lay of the land.

Correspondence and memoranda maps relating to the running of the Olympic Torch Relay through Northwestern Ontario. Describes the routes taken and the procedures followed in ensuring the event would run smoothly.

Government of Canada fonds

Administrative history
The following is a description of three Canadian Government institutions relating to this collection that have special bearing on Northwest Ontario.
The Lakehead Harbour Commission was incorporated by an Act of Parliament in 1958 giving commission jurisdiction within harbour limits over harbour front lands, including both non-exempted government and private land. The commission may purchase, expropriate, acquire and hold, lease or sell buildings or land within these limits for the development. improvement, maintenance and protection of the harbour. The commission can also construct and dispose of harbour facilities including railways. The commission controls navigation and can pass by- laws to exercise this control. It is run by five members, three of whom are appointed by the federal government and one each by the Port Arthur and Fort William corporations. See Lakehead Harbour Commissioner's Act, Chapter 34, 1958 and order in council P.C. 1965-900 (?).
The first post office in Port Arthur was established in 1869 on Water Street, with W.D. Blackwood as the first Postmaster. The post office was given its first permanent site in 1892 at the corner of Arthur and Court Streets.
The Department of Indian Affairs, Fort William Agency, later corresponds to the Lakehead District Agency. There were six bands in the agency, the numbers of each receiving from the agency, Treaty payments under the Robinson Treaty. The six bands are Fort William, Red Rock, Nepigon Lake, Pays Platte, Pic, and Long Lake. The local agents of the Department were responsible for keeping these records and submitting them to headquarters in Ottawa. These records constitute an excellent source for understanding the early relationship between the Dominion Government and the local Ojibway bands.

Scope and Content
The Government of Canada fonds consists of manuscripts, censuses, inspector books, employment records, pay lists and letter books regarding the Lakehead Harbour Commission, local populations, ships and boats in the Lakehead region, Post Office employees, and the Department of Indian Affairs.

1) One centennial brochure containing seven booklets and pamphlets. The main title is Lakehead Harbour Commission, Canada's Mid-Continent Seaport. Pamphlet gives details of Lakehead harbours and about the St. Lawrence Seaway.
2) An unpublished manuscript entitled "Grain Elevator Construction and Shipping in the Lakehead Harbour, Since 1883," containing text, specifications and architects drawings of elevators.

Censuses of Canada covering the following periods and area:
1) Parts of Algoma District and Essex District as per reverse, 1881.
2) The rest of Algoma District including Prince Arthur's Landing, Fort William and Silver Islet, 1881.
3) Part of the Algoma District including Neebing (Fort William), 1891.
4) The rest of Algoma District including Port Arthur, 1891.
5) District #90, West Algoma, subdistrict f, Kaministiquia, schedules 1-5, and 7-8, 1871 (photocopy).
Series G 2/3/1-5. - Ship inspectors' books. - 12 cm. - 1884-1899
1) Boiler inspector's log book for 1884 containing the quality and dimensions of hull timber and equipment, general qualities of boilers, stays, engines and fittings. Also lists ships names, operators and dates of construction and rebuilding. Fifty ships are described and each are indexed by their names.
2-3) Hull inspector's log books for 1893, and 1899, containing much of the above information but concentrating on a description of the hulls of various ships.
4-5) Engine inspector's log book for 1897-98, containing much of the above details but with a concentration on engines.

1) Employment records of all Port Arthur post office employees from 1892 to 1947.
Series G 2/5/1-3. - Pay lists and letter books (microfilm). - 3 reels. - 1895-1918
Microfilm copies of the Fort William Indian Agency's records of its activities in the district.
1) Reel one contains pay lists of the treaty annuities, 1895- 1901. These list for each band, the names of the heads of each household and the number of persons in each family as well as the amount paid to them. Also includes aggregate statistics for each band. Reel one also has the Indian Agent's letter books for 1905-07 containing blotted copies of letters to officials in the Department in Ottawa, discussing administration, financial matters, problems with the Indians, insurance for Indian homes and the cutting of timber and the quantity of rock by the Indians.

G 3

City of Fort William fonds

1905-1969

Administrative history
Each of the following paragraphs describes the person or organization that produced series in the City of Fort William fonds
The City Engineering Department of the City of Fort William was headed by City Engineer H. Sydney Hancock Jr. who was Waterworks engineer from February 1906 to February 1911. He was in charge of the construction of the Loch Lomond Water Supply system. Fort William's water supply was contaminated in 1906 leading to a typhoid epidemic. The City Council's response was to construct a tunnel under the Kam River to bring pure water to Fort William from Loch Lomond. Tunnels were drilled through Mount McKay to the Loch at a final cost of $500,000. The system was completed in 1909-10. Refers to series G 3/3/1-3.
Series G 3/7/1 is a series that was produced by the Fort William and District Health Unit. The unit was originally formed as a part of the Fort William city administration, probably in the 1940s. The Municipal Health Officer was the chief executive officer of the unit. In 1968, the Fort William and Port Arthur District Health Units amalgamated to become the District Health Unit. The current Unit is an autonomous body.

Custodial history
G 3/5/1-8 is a series of papers compiled possibly by G.B. Macgillivray and possibly by Alexander McNaughton, city clerk of Fort William. They were found in the house of James Murphy (related to Macgillivray), when it was sold in 1986. Various producers include McNaughton; Mayors H. Murphy, C.M. Ross, A.H. Dennis, N. Edmeston, J.E. Crawford, B.C. Hardiman and E.G. Murphy. It is possible that the papers were originally kept by either the City Clerk's Office or the Mayor's Office but were removed from the City Hall in about 1950. Series G 3/5/1-8 and G 3/6/1-12 were donated by Roy Piovesana who obtained it when the Murphy mansion was sold. Series G 3/8/1 was donated by Mayor Jack Masters in 1988.

Scope and Content
The City of Fort William Records is a collection of reports, publications, correspondence, statistical tables, journals, and summaries, having to do with Fort William businesses, city planning, city council, mayors, city development, police and fire departments, history of medical care as well as Fort William and Thunder Bay statistics.

1) Correspondence of Loch Lomond Water Supply Project primarily to City Council and to the commission established to oversee the construction. Contains letters referring to the actual construction from contractors and businesses as well as plans and payrolls, 1906-1910. 207 pages, arrange chronologically. Labelled section one by original compilers.
2) Correspondence of City engineer, H. Sydney Hancock concerning sections 2 and 4 of the Loch Lomond project, January 1907 to September 1909. Included are costs; payrolls; statements of problems encountered; insurance; pamphlets on Gate Valve, Sluice Gate and Sluice Valve; three blueprints on machinery and barrier fence and letters regarding benefits for relatives of injured or killed workers. Arranged chronologically. 478 pages.
3) Correspondence of Loch Lomond Project, Section 3, 1906-1919. Contains letters relating to compensation claims of killed and injured workers, accident report, blueprints, plans, monthly reports, allocation sheets and insurance forms.

1) Historical summary of the history of hospital work in Fort William (1870-1908) written by Christina J. Banks, the First Lady Superintendent of McKellar Hospital in 1908.
2) Summary of the career of Dr. Henry Munro (1770-1854), believed by the author to be the earliest doctor in the Lakehead area. Written by M.R. Warren in 1962.
Series G 3/8/1. - Disbursement journal. - 4 cm. - 1917-1919
Bound volume containing the disbursements made by the fire department of the City of Fort William from 1917-1919 for all goods relating to the running of the department including salaries and supplies. Also contains a roster of the department for 1917 showing names of firemen and their dates of joining and registration as well as a single letter giving expenditure estimates for the department for 1918.

Government of Port Arthur fonds

Scope and Content
The Government of Port Arthur Records is a collection of reports, film, scrapbooks, and ledgers regarding the municipal government of Port Arthur, the fire department, city construction and development.

A scrapbook of clippings and documents (1878-1969), 111 photos (which are numbered and identified in photo catalogue, 986.19.1-111), invitations, programmes, membership nomination forms 1904-1906, letter from 1878 regarding Prince Arthur's Landing Rescue Hook and Ladder Company and payroll (1893), all relating to the members , equipment and activities of the Port Arthur Fire Department. Each item is glued onto paper, Bristol board or matte board and bound loosely in an album.

A general accounting ledger of the town of Port Arthur from 1898 to 1903 containing the revenues and expenditures of the town in every category. It is a single volume indexed alphabetically in separate volume. Contains such headings as sidewalk, sewer, and local improvement costs, administration of justice, care for indigent, police and fire department expenses and salaries, arrears of taxes(?), insurance costs, debenture payments, general revenue, streetcar expenditures, school expenses, capitol account, electric light accounts, licences, lock up expenses, fines in magistrates court, non resident tax levies, park fund and hospital expenses.

City of Thunder Bay fonds

Administrative history
The city of Thunder Bay was incorporated in 1970, made of the former cities of Fort William and Port Arthur as well as the townships of Neebing, McIntyre and part of McGregor.

The City of Thunder Bay records is a collection of reports and publications regarding city transportation, population, employment, development, and business.

Thunder Bay Jail fonds

Administrative history
Jailer Thomas Penfold of the Port Arthur Jail, was appointed license inspector for Port Arthur on June 16, 1873 at $20 per annum and was jailer at least until 1882. Mrs. Thomas Penfold arrived in Port Arthur in 1879.

Thunder Bay District Liquor Licence Inspector's fonds

1887-1917

Administrative history
The Liquor Licence District of Port Arthur is a subdivision of the Licence District of Thunder Bay, and was created by an Order in Council approved by the Lieutenant Governor of Ontario on 21 Apr. 1894. The Port Arthur Licence District included all the land lying north and east of the boundary line between Fort William and Port Arthur, and north and east of the boundary line between the townships of McIntyre and Neebing continued westerly; and all of the islands lying north of the boundary line continued easterly from the water's edge.
The Fort William Licence District is comprised of the remaining land south of the boundary lines and all island lying south of the said boundary lines easterly of the water's edge.

Municipality of Neebing fonds

1892-1923

Administrative history
The municipality of Neebing was incorporated by 44 Victoria, c.43 (Mar. 1881). Originally composed of townships of Blake, Crooks, Pardee, Paipoonge, Neebing, Neebing Additional (later township of Fort William), adjoining Islands, each constituting one ward. Neebing Additional (also known as McKellar Ward) withdrew in 1892 as did part of Neebing township. In 1904, Paipoonge withdrew. Neebing township became a part of the City of Thunder Bay in 1970.

Three minute books of the council of the Municipality of Neebing. Meetings appear to have been held approximately every two to three weeks. Contains some financial accounts but most entries in the first two books are resolutions.

Municipality of Shuniah fonds

1873-1891

Administrative history
The township of Shuniah was incorporated as a municipality on 29 Mar. 1873 (36 vic., c.50). It was the first incorporated jurisdiction in the District of Thunder Bay. Contained Townships of Pardee, Crooks, Blake, Paipoonge, McIntyre, Neebing, McGregor, McTavish and Sibley (including area later to become the towns of Prince Arthur's Landing and Fort William). It also includes some islands south west from Black Bay. Prince Arthur's Landing was the town seat. Sibley and McTavish withdrew from Municipality in 1874 (37 vic, c.17) but were later united in 1915 by the Ontario Municipal Board. Township of Neebing withdrew in 1881 and Paipoonge in 1904. Prince Arthur's Landing was made a village in 1872 and was incorporated as the town of Port Arthur in 1884 (by Ontario Statutes c.70). Present Municipality of Shuniah is made up mainly of McTavish and McGregor Townships and surrounding mining locations. See F. The municipality of Shuniah records is a collection of Council minutes and an account book concerning the activities of the Council between the years 1873 and 1891.

Port Arthur Electric Light Collection

1883-1901, 1906

Administrative history
The producer of this series was Joe Winterburn. He collected and compiled the series in 1979 as part of a research project conducted for the purposes of a publication and a display at the Thunder Bay Museum.

Winterburn, 1979, and indexed book of clippings relating to the establishment of Woodside Foundry and the electric light system 1883-1901. Also one file of loose clippings covering the years 1894-95 and 1906.

Administrative history
This series was produced by the Provincial Secretary's office, William McDougall. William McDougall was provincial secretary for Lord Monck in 1864. As minister of public works in J.A. Macdonald's government (1867), McDougall introduced the resolution that led the the purchase of Rupert's Land. He was appointed first Lieutenant-Governor of the North West Territories in 1869.

Prevost Trial Records

Administrative history
The Chief Justice Amour presided over the case of Queen versus Oliver Prevost, charged with first degree murder. The trial occurred in Port Arthur. The Crown Council consisted of Mr. Johnstone and Mr. T.A. Gorham, and the Defendant's council was Mr. J. McKay. Prevost was found guilty and eventually became the first man to be hanged in Port Arthur. The clerk was James Meek.

The Prevost Trial Records is a collection of case files and transcripts regarding the trial of Oliver Prevost.

1) Assize clerks case files including letters and telegrams, indictments from grand jury (2), Attorney General's fiat, memos, one report of final verdicts and sentences and the jury's verdict.
